Yes — for pets arriving from unlisted / higher-risk origin countries. Verbatim (health certificate Annex 4 point II.3.1 — this point has an either/or two-option structure: the listed-country path and the unlisted-country + antibody path share the number II.3.1, and note (8) states explicitly 'The rabies antibody titration test referred to in point II.3.1 [not required for U.S. origin pets]'; the numbering was confirmed against the original text by Fable's manual review on 2026-07-18): the rabies antibody test must be ≥ 0.5 IU/ml, and blood must be drawn 'at least 30 days after' the previous vaccination and 'at least 3 months before the date of issue' of the certificate. A note within the same Annex 4 also states '30 days after vaccination and 3 months before the date of import'; because issue precedes import, the main certificate clause (before issue) is the stricter standard that actually applies, and the stricter one governs. For US-origin pets that only transit an unlisted country, an Annex 3 transit declaration may replace the antibody test.
